世界反兴奋剂机构总干事戴维·豪曼2月24日在为期两天的欧盟体育论坛结束后发表声明，称是时候成立一个世界体育合作机构以帮助各国及其ZF防止和打击诸如洗钱、贿赂、腐败以及与操纵比赛和比赛结果有关的一切体育犯罪行为。. d+ n9 y7 ~3 n: G

声明指出，“如果不及时阻止这些体育运动中有组织的犯罪行为，现代体育运动未来的发展将受到极大的危害。那些贩卖类固醇等违禁药物并怂恿运动员通过使用兴奋剂在比赛中作弊的人同时也在从事着非法体育Dubo的勾当。

# L0 V1 k, O$ w; u) L6 o5 V( w$ g# L“针对这一现象，也为了有效地与这些犯罪行为作斗争，我提议体育界成立一个国际性组织(世界体育协调与合作机构)，其理事会由各国际体育组织和ZF代表联合组成，类似世界反兴奋剂机构的理事会。世界反兴奋剂机构可以作为这个新组织旗下的一个有力臂膀，继续其目前的组织形式和运作方式；另一臂膀则可以充分利用来自合法博彩业的收益集中力量查处非法Dubo；还有一条臂膀的任务将是利用立案调查所得的收益严厉打击体育界贿赂和腐败行为。" g+ t) T& K/ ], E) ]
