本报讯（记者 刘玫梅） 记者近日从北京市邮政公司获悉，北京邮政结合市场特点，面向全市郊区所有的10个区、县的3875个村邮站推出多种代售业务，包括代售福彩、体彩即开票业务。2010年开展此业务以来，已累计销售福彩、体彩即开票共360万元。

( V6 D7 t0 U1 \6 ] 据了解，北京的村邮站是为落实ZF服务三农号召，有效解决农村邮政服务“最后一公里”问题，由北京市ZF财政出资1600万余元，于2007年开始建设，平均每个村邮站占地面积10平方米左右，到2009年共建设3875个，达到全市郊区10个区、县的行政村全面覆盖。其身份与北京邮政网点同级，归属北京邮政公司。村邮站经营者及工作人员均为当地村民。2010年北京邮政在此基础上推出代售彩票业务，既方便了大众，同时也给村邮站经营者创造效益。9 M2 ~ Y2 u/ ^
“选择即开票则看重它简单方便，易买义卖，吸引顾客。”北京邮政公司电商局马局长告诉记者。目前，全市每个村邮站都有彩票代售业务，销售的全都为即开型福利彩票和体育彩票，一年下来，福彩售出108358张，共销售111.46万元，体彩售出119679张，共销售248.62万元。! `) Z P; e& p, j4 k0 \
在销售上，对各种样式和不同面值的彩票配送则根据各村邮站的自身需要自由领取，只需将数量及种类上报邮政公司，由邮政公司到彩票发行机构统一采购下发。该项目业务人员陈女士介绍：“邮局代售彩票同样获得国家规定的相应代理费提成，各地区邮政支局会按即开票提成的70%将代理费返换给村邮站，有些偏远或效益低的则会全部返还即开票销售提成。”村民笑言：“村里有了邮站，不但邮件不会再丢失，大奖还离自己更近了。”

% i& X3 p& B b; i: g 北京邮政公司电商局马局长向记者透露，发展村邮站的代办渠道是北京邮政的一项重要工作。“未来，我们有合作开展销售电脑彩票的打算，准备先在有积极性的村邮站试点，采取部分或全部缴纳设备押金的形式实施。”所涉及的代销费还需与彩票机构详细协商。
; Y! H8 h/ v/ S/ p 记者致电北京福彩中心，中心宣传部一位工作人员告诉记者，拓展农村市场需要做更细的工作，一直以来全国农村市场没有广泛打开，因素之一是它相比人均收入高的城市，更需要加强彩票是公益，购买要量力的宣传。“如果有人把一年的收入全都投到彩票里，因心理失衡而引发社会问题，就会形成不良社会影响。” |
