比推消息，美联储会议纪要显示，美联储官员上月强烈倾向于在9月政策会议上降息，其中几位官员甚至愿意立即降低借贷成本。美联储官员上月在FOMC会议上维持利率不变，但为在9月17-18日的会议上降息打开了大门。
纪要显示，在7月的会议上，“绝大多数”政策制定者“认为，如果数据继续与预期相符，那么在下次会议上放松政策可能是合适的”。他们还指出，“许多”美联储官员认为利率的立场是具有限制性的，“一些与会者”认为，在通胀压力持续降温的情况下，利率不变将意味着货币政策将加大对经济活动的拖累。
会议纪要还显示，尽管所有美联储官员都同意在7月份保持利率稳定，但“几位”政策制定者表示，在失业率上升的情况下，在降低通胀方面取得的进展“为在本次会议上将目标区间下调25个基点提供了一个合理的理由，或者他们本可以支持这样的决定”。
