据日本媒体消息，日本总务相片山善博在22日表示，如果东日本特大地震受灾县、政令市申请发行赈灾“复兴彩票”的话，将会“以最优先的方式推进”并考虑给予快速许可。
5 o5 @$ O& F4 h 本次发行申请若通过将成为日本第三次发行复兴彩票，日本发售过的复兴彩票只有2004年的新泻县中越地震和1995年的阪神大地震两例。因本次东日本地震灾情严重，预计本次发行规模将超前两次，日本全国自治彩票事务协议会将于本月25日召开协议会，商讨具体方案。! I; ?; A h% ~# h: r) j7 C
据了解，ZF自治体发售彩票要按全国自治彩票事务协议会制定的计划进行。发行“复兴彩票”需经总务相的许可，审批手续通常要三个月，彩票制作等事务也需要约二个月才能完成。因此就算受灾的自治体要发售复兴彩，也需要半年以上的准备时间。（据《公益时报》）

& t" V# u1 m: U8 w. X2 I2 n/ V 1995年1月17日阪神地区发生里氏7.2级的地震，造成了5000多人死亡，2万多人受伤，31万人无家可归。震后日本ZF为筹集恢复重建资金，于同年4月发行“阪神、淡路大地震复兴彩票”，并在第二年7月发行“阪神、淡路大震灾复兴赞助”(第354回全国自治彩票)，该彩票为日本首次发行最高奖额1亿日元的彩票，成为当年热议的话题。5 Q/ l" |: _! U/ v, }
阪神大地震复兴彩票在兵库县和神户市销售额达288亿日元，除去奖金及发行所需经费，共有135亿日元用于震后重建事业。
