据当地媒体报道，过去40多年里，肯尼亚慈善大奖公司在肯尼亚彩票中处于统治地位，全国约有600多家彩票零售网点，很多人都去该公司的网点内购买彩票，过去10年中为各种公益事业贡献的基金达到6亿肯尼亚先令。不过，肯尼亚慈善大奖公司所经营的即开型彩票，目前正面临着后起之秀——手机彩票的巨大挑战。; e# m' i' [$ F% {% I0 u$ Y
手机短信彩票有即开型彩票和一些其他彩票游戏。玩家可以通过手机终端选择他们自己的幸运号码，这样玩家就不必去彩票销售点购买彩票，极其方便。目前，手机彩票已经改变了传统彩票的地位，从大奖来看，即开彩票的头奖是250万先令，而短信为主的手机彩票头奖高达5000万先令。0 J5 r/ `4 c' A
肯尼亚慈善大奖公司市场经理也表示，新玩家虽然多了，但没有给公司带来利润的增长，实际上每周的销量下降了40%。在手机彩票游戏引入之前，每周销量大约在500万先令，现在只有300万先令。而彩票代理商坦言销售受到影响。“过去有段时间我只要卖彩票就可以为生，现在卖得没有过去多了。”一位销售二十多年的女士如是说。& M0 G) B: p# N7 y6 b4 u6 r
肯尼亚博彩管理认证委员会则表示，即开彩票和手机彩票都受到ZF保护。委员会公共关系负责人说：“唯一的区别就是，一个是传统纸票，另一个是使用手机投注。很显然，手机彩票影响很大，毕竟发送短信要比到投注站方便。”6 v3 w; X$ I, U* H. B' C
有人对肯尼亚博彩管理认证委员会能否监管不断出现的若干彩票合作机构表示质疑，但委员会表示，他们对于经营彩票有严格的审查制度。机构注册前，申请者需要向委员会证明他们可以支付大奖费用，同时也可以让玩家了解认识彩票，而且他们必须资助公益事业。委员会一位官员称，彩票有严格的法律规范，所有的彩票都是为公益慈善事业募集资金。+ \, o& x5 Z6 B& M2 k
其实，肯尼亚目前出现的这种情况，未来也可能在国内市场出现。财政部在今年9月发布了《电话销售彩票管理暂行办法》，对合作单位、电话代销者制定了“准入”的门槛，未来如何控制电话销售彩票的发展速度，既能使彩票的整体销量增加，又不影响或较少影响投注站的销量？都值得彩票从业者们认真思考 |
