彩票在手奖金被冒领 探因：都是网上晒票惹的祸

中彩网客服电话接到一位武汉彩民的电话，说：“武汉当地媒体日前刊登了‘武汉市彩民刘先生中奖彩票完好无损地保管在自己手中，奖金却被他人悄然领取’的消息，我看了之后很担心，我是老彩民了，经常能中些小奖，以后如果我也中奖了，会不会也是拿着中奖彩票无法兑奖呢？”

●中奖彩民网上兴奋“晒”彩票，站主“好心”提供便捷兑奖服务，骗子钻空冒领奖金
. q: }; T8 f- M | 武汉市彩民刘先生日前购买的双色球彩票中得三等奖，得知自己中奖后，刘先生将彩票票样“晒”到网上。不料这一“晒”差点把自己的奖金给晒没了。& r( _3 c5 N( y% M
刘先生的彩票票样“晒”到网上后，冒领者从网络上“晒”出的票样中获知了中奖票的‘票密码’，然后致电自己熟识的站主沈先生，报上‘票密码’和自己银行卡账户，称自己忙不便前往店内兑奖，请求站主帮自己把奖兑了。
& A) R8 x% i! R 热情的彩站站主沈先生没想到是这是一起诈骗，就“好心”帮冒领者兑了奖。! w- U0 w3 p( k: o% t% L
就这样，利用中奖彩民刘先生的网上“晒”票、站主的疏忽和“好心”，冒领者成功领到中奖奖金，而真正的大奖得主刘先生手持彩票却无法兑奖。; A0 U7 R) l5 s, K% t
●彩民莫要随意“晒”彩票，站主还请坚持“凭票兑奖”原则- c) {9 c$ a2 a# g! y
据中彩网信息检索发现，近年来各地有不少中奖彩票冒领事件，其中大多数案件是与站主不凭中奖彩票兑奖有关。
0 W3 h8 a! _) m; R. H& V$ { 而2009年7月1日开始实施的《彩票管理条例》第三章第二十五条则明确规定“彩票中奖者应当自开奖之日起60个自然日内，持中奖彩票到指定的地点兑奖，彩票品种的规则规定需要出示身份证件的，还应当出示本人身份证件。逾期不兑奖的视为弃奖。”( _5 T5 T8 b9 j% S J
在《双色球游戏规则》第三十条中也注明：“一等奖中奖者，需持中奖彩票和本人有效身份证明，在兑奖期限内到各地省中心验证、登记和兑奖。其他奖级的兑奖办法由省中心规定并公布。”按照湖北省福彩中心的规定，一般三千以内（含三千）的奖金，可以去当地投注站兑奖！在武汉市，中奖彩票可以再全市任意一家福彩投注站兑奖。
$ k/ t0 s- _( L& ^1 z 按照这些规定，冒领者没有中奖彩票，根本就没法兑奖，那么站主沈先生为何能帮助冒领者凭借‘票密码’兑奖呢？ {, D5 e4 v3 i, w1 }1 a: C
武汉福彩中心宣传部部长戴良军介绍说：“国内多省发行的福彩投注机打出的电脑票，均有‘票密码’和条形码双重兑奖标识，这也是在为彩民兑奖提供便利。‘票密码’即彩票上的序列号，由数字和字母组成，一般共计20个字符。每一张彩票都有一组独特的验证码，相当于彩票的‘身份证’。而彩票兑奖通常分为两种情况，一是自动兑奖，就是把票放进机器里验一下条形码，机器就会显示中了多少钱。另一种就是手动兑奖，就是将电脑票的‘票密码’输入机器，也可以实现兑奖。为了避免因‘票密码’泄露造成的冒领，各地中心均会三令五申地要求站主坚守‘凭票兑奖’原则。还会要求站主回收中奖彩票，或是在兑奖票上签字、盖章等。” |
