" ]. P' \9 [# G. {1 X; c 进入晋宁福安村，沿一条曲折小路，一行人爬到半山。一块荒地上横七竖八倒着干枯的玉米杆，民警说，这就是他们的DC。几米远是一个废弃菜棚，他们在地上铺上一大块布，就可以Dubo了。就是这样一个环境恶劣的“DC”，每天依然可以聚集100余名参赌人员。0 Q% t5 i* L. y8 D0 X
开设这个DC的是附近某村村民小组长李某和村委会主任姚某、祁某等8人，他们常聚在一起赌钱，赌来赌去觉得输赢都是“自家”钱，今年7月，他们决定合伙开DC，赚“外人”钱。
/ Z' B; n* a) G6 F3 v 经商议，李某负责DC管理，姚某负责Dubo地点的选择。他们以人熟、地熟、情况熟的优势，在晋宁县晋城新街镇福安村片区，专选相对偏僻的荒山或地头设立“流动DC”，8合伙人轮流“坐庄”，以每股5000～20000元不等的方式参股，入股越多分到的利润越多。为方便及隐蔽，他们的DC连桌子都很少摆，多直接用布铺在地上就赌。& \% X: m' f* P: F2 i) g. `" f, I0 r

自8月中旬起，DC每天上午9时至下午6时营运。他们Dubo的方式较为单一，多为摇骰子猜大小。 f; M+ `' G: C K
为了安全，放哨的人自然少不了。民警告诉记者，DC的固定哨有7、8个，附近村民也会参与。陌生人一接近路口便会被拦截询问，从哪来到哪去，回答不出不放行。另一部分暗哨则隐匿起来，一旦发现情况立即用对讲机通知场子散场。该团伙以每天100元的报酬召集了18名“工作人员”，组织赌客以每次最少押100元聚众Dubo，从中抽取“水钱”获得利益。DC简陋，回头客却不少，大部分是因为他们的“福利”好。李某告诉民警，输得一分不剩的赌客，他们会拿100元给对方作回去的路费；每天赌到收场，股东会拿出部分股金，组织所有员工和赌客吃晚饭。借助“福利”引来的旺人气，李某等8人每天能赚得10万元左右的可观利润。

$ N5 K( f a/ O “让他们过去嘛，他们要去上学。”昨日中午的指认中，两名被JC拦在外围的家属见无法靠近嫌犯，便拉起两个小孩当借口，试图进入警戒范围。不远处突然传来哭喊声，一名60岁左右的老人一把鼻涕一把泪地张望。半山坡上，23名嫌犯沉默着一一指认。3 x) u' W6 ]+ G0 h
随后，警车载着嫌犯来到晋城的“聚贤农家菜”餐馆，这里是团伙每天组织大家吃饭的地方。也是在这里，警方 “收网”，将在餐厅内就餐的91名涉案人员一并抓获。
6 @+ a3 Y- P4 N* ~( j 目前抓获的涉案人员中，达到刑拘的27人，46人接受了行政处罚，共查获赌资31万元，管制刀具7把，及骰子、筹码、对讲机等作案工具。 |
