北京警方通报，今年4月初，北京市公安局网安处发现一个以境外“太阳城”网站为平台的网络DB团伙。经过初步调查，这个DB网站主要提供真人视频的百家乐、轮盘、扑克王等诸多DB项目，涉案成员涉及全国21个省市，仅北京今年以来就有5.2万人次登录该网站参赌，涉赌金额达21亿元人民币。
& C2 J5 h9 W+ e- i: O 在随后的调查中警方发现，这个DB网站结构严密，采取股东、总代理、代理、会员多层级运营模式。同时，这个团伙隐蔽性极强，“太阳城”网站的网址入口众多，频繁变换登录方式和账号密码；涉案人员广泛，仅一个北京股东就拥有1500个代理级以上的DB账号，下线分布与多个城市，给侦破工作带来很大难度。% M. s; R; G4 M
经过网上、网下多警联动的侦查，北京警方迅速掌握了傅湘荣、宝宁等股东级嫌疑人的犯罪证据和活动规律，并逐步摸清了这个DB团伙在北京地区主要代理人的组成结构情况。4月18日晚，北京警方突然实施抓捕行动，将13名主要嫌疑人抓获。+ l% Y5 P: y, W( y' N* M
据团伙主要嫌疑人交代，这个团伙通过各种社会关系发展下线代理及会员，会员向上级代理缴纳赌资后，由上级代理发放DB网站的账号和密码。网站及代理人员通过对会员下注赌资“抽水”获利，一般可以从投注额中抽取0.5－0.8%不等的提成。) ^ ~9 p& p! S& L( T/ E: F R
据了解，仅北京地区涉及这个DB团伙的人员就遍布12个区县。在北京警方的后续行动中，先后有百余名涉赌人员落网，警方查证涉赌金额达21.22亿元人民币。" l: l6 ^9 i4 q: r) m3 e
截至目前，北京警方共查获涉案人员120余人，100人以上被处以行政拘留以上处理，其中49人被刑事拘留。被刑事拘留的犯罪嫌疑人中，有9人已经被检察机关批准逮捕。 |
