表面看起来，只要符合以上6个条件，就可以在互联网上销售彩票，其实不然，如果仔细分析一下就能得出新的结论，[b]以上六个条件只是必要条件，而不是充分条件[/b]。' S% ~- H8 r7 O3 c/ Z4 `* i5 d& N6 e
也就是说，想要在互联网上销售彩票必须具备这六个条件，而反过来说，并不是具备了这六个条件就可以销售，因为中间还有关键的一环：审批！
