今天（11月18日），台湾立法院财政委员会审查了2025 年度中央ZF总预算案，重点包括财政部赋税署、台北国税局、高雄国税局、北区国税局及所属机构、中区国税局及所属机构、南区国税局及所属机构、关务署及所属机构、国有财产署及所属机构等的岁出预算及融资财源调度。财政部长庄翠云率领相关局处首长出席并接受质询。 * B+ ^. Q K" K( K$ S5 w
比特币持续强势 加密货币课税需针对个人投资者？在选举前，美国共和党总统候选人川普曾大力支持加密货币，预计若当选将重返白宫，加上对加密货币友好的议员大量进入国会，促使各界预期加密货币将在有利监管环境下蓬勃发展，这也带动比特币价格暴涨，屡创新高，即使截稿当刻，比特币仍在91,000美元上方。针对此现象，国民党立委赖士葆在质询时关心台湾加密货币的课税问题。

台北国税局局长吴莲英表示，目前已经完成对 26 家虚拟资产业者的反洗钱法遵循声明申报，这些业者已经办理税籍登记并缴纳了营业税和营所税。但立委认为，目前针对加密货币的课税措施主要针对业者，对个人交易的课税及查核仍不够完善。 6 }) ]5 ~: @. r: A9 g$ |
财政部赋税署署长宋秀玲指出，根据现行税法，加密货币并不视为货币，而是数位资产，因此凡是数位资产的交易有所得，都必须缴税。然而，由于加密货币交易采取自我申报，这使得查核的难度增加。财政部将与金管会合作，待虚拟资产专法制定后，会推出新的查核措施。 6 Y& X+ a5 ^3 W+ _' `( x
三个月内提出课税与查核方法宋秀玲提到，目前各国税局已经有查核工具，可以通过其他资料来源，监控数位商品的交易情况，检查是否存在漏报所得的情况。 . v, n. X4 q6 T5 L) S0 L! p+ G0 V
财政部长庄翠云则承诺，将在三个月内提出加密货币买卖所得课税与查核的相关办法： “既然我们已经明确定义加密货币不是货币，而是虚拟资产，那么它的交易应该要课征所得税，这是合理的。接下来，我们将进一步研究如何进行查核，并提出具体的查核办法。” |
